This book offers a compelling analysis of voter apathy in Cameroon by examining the evolution and performance of its electoral management bodies—the Ministry of Territorial Administration, the National Elections Observatory (NEO), and Elections Cameroon (ELECAM). Drawing on major political theories and comparative research, it reveals how limited institutional autonomy, state dependence, partisan bias, weak infrastructure, and poor electoral communication have eroded public trust and suppressed voter turnout. This book proposes practical reforms, including strengthening ELECAM’s independence, modernizing voting through internet technology, and improving civic and electoral information systems to rebuild democratic confidence.

About Authors

Dr. Mbamome Nkendong Divine holds a PhD in Political Science from the University of Buea, an MSc in Electoral Policy and Administration from the Sant’Anna School of Advanced Studies, Italy, and a BSc in Political Science from the University of Buea. He is a Visiting Lecturer in Democratic Elections: Security Challenges for Africa, teaching learners from EIFORCES who are pursuing a Master’s degree in International Security at the International Relations Institute of Cameroon (IRIC). He is a graduate of the National School of Administration and Magistracy (ENAM) and is currently the Director of Road Transport in the Ministry of Transport of Cameroon.

Dr. John Walah Mua holds a PhD in Political Science (Comparative Politics) and an MSc in Political Science from the University of Buea, a Maîtrise in Political Science from the University of Yaoundé II–Soa, and a BSc in Political Science from the University of Buea. He is currently a Senior Lecturer in Political Science in the Department of Political Science and Comparative Politics at the University of Buea, Cameroon. He has worked with the National Elections Observatory (NEO) to monitor the 2002 Legislative and Municipal Elections and with the International Governance Institute to monitor the 2011 Presidential and 2013 Elections in Cameroon.
